    Policy Purpose

    The transfer of grants and contracts awards from one institution to another can be a complex and time-consuming process. The purpose of this policy is to communicate the required actions if a Principal Investigator (“PI”) either joins or leaves the University of North Georgia (the “University’) and intends to transfer an award to or from another institution.

    Definitions

    1. Principal Investigator (“PI”) is the project director or lead investigator who is the programmatic point-of-contact on a project and is the primary person responsible for the design, conduct, and/or reporting of sponsored activities undertaken by the University, funded or proposed for funding by an external sponsored, agency, or organization.

    2. Program Officer is grant sponsor’s designated official responsible for the programmatic, scientific, and/or technical aspects of a grant.

    Policy Statement

    1. All requests to transfer an award must comply with (i) federal regulations, including 2 CFR Part 200, (ii) Department of Administrative Services guidelines and (iii) any other sponsor requirements.

    2. A request to transfer a grant must be initiated by the PI’s supervisor.

    3. Decisions to consider transferring an award must be made by the Dean of the PI’s College, the PI’s Department Head, the Vice President or Associate Vice President of an administrative department, and the Chief Research Officer, and should include consideration of:
      1. Budget implications;

      2. Equipment;

      3. Funding agency requirements;

      4. Transition issues, including identification of a new or temporary PI; and

      5. Other grant project-related issues.

    4. Grants and Contracts Administration, a department of the Office of Research and Engagement, is responsible for implementing, facilitating and oversight of the process to transfer any awards.

    5. The decision to transfer the award must be the consensus of the University administrators.

    Support Information

    This policy is designed to ensure compliance with the Federal Office of Management and Budget (“OMB”) Uniform Administrative Requirements 2 CFR 200 for all federal awards and any applicable Georgia Department of Administrative Services guidelines.
